The health system of Côte d'Ivoire, like many African countries, is experiencing serious problems related to the inadequacy of health infrastructure, the failure of the technical platform and the lack of human resources. To fill these gaps, the State has decided to use Information and Communication Technology (ICT) tools in the field of health. The elaboration of the Strategic Development Plan for e-health aims to define the national policy and the conditions for the implementation of e-health in Côte d'Ivoire. The purpose of this plan is to ensure the digital management of the health system in order to guarantee the populations' access to quality, effective, safe and economical health care.
