One gap discovered when trying to draw conclusions from analysis of HIS/M&E is that the current MOH M&E framework does not include a budget pegged to the focus and subfocus areas for implementation of activities. Ideally, the budgets from the activity mapping exercise should be able to be linked to the overall MOH M&E activities budget to establish the gaps between what was planned and the budget commitments available. There is also a need to use the budgetary data collected from all partners for validation against the joint work plans prepared by the MOH in partnership with all stakeholders to show whether the funding that each partner committed to support corresponds to what they have reported as their committed budget in the activity mapping.
