The Strategic Plan points out strategies and goals that must be achieved in order to obtain a reliable and accessible information system. Its elaboration is based on subsidies provided by representatives of the Ministry of Health at different levels and by partner institutions and organizations. The Strategic Plan for the Health Information System 2009-2014 was drawn up in an integrative process to respond to the Sector's informational demand. The Plan proposes alternatives to the previously identified strategies to solve the problems of capacity and the number of professionals available. The Plan also suggests the adequacy, at all levels, of infrastructure resources, information and communication technologies (ICTs), and an improvement in the management of the Health Information System.
